The Australian Government has just shown it can build an independent framework to monitor AI’s possible effects on jobs. It is now proposing water and energy rules for data centres without announcing any comparable public measurement framework. To be effective, such a framework depends on definitions of the baseline, the boundary, the time period, the counterfactual and the method of verification. None of these have been supplied and the public needs this information if it is to have any confidence in the new rules being proposed for data centres.
